TUPA 2025: Lower Costs, Greater Access
Promotes formalization, innovation, and fair competition in the Peruvian market.
TUPA 2025 is here. On June 30, 2025, the National Institute for the Defense of Competition and Protection of Intellectual Property (INDECOPI) officially presented its updated Unified Text of Administrative Procedures, approved through Supreme Decree No. 088-2025-PCM. This update—the first in 15 years—reflects the institution’s commitment to modernizing and simplifying administrative procedures, promoting greater accessibility for citizens and businesses, and reducing operational costs.
🔎 What is the TUPA?
The TUPA is the official document that centralizes and outlines all procedures that can be carried out before Indecopi. It includes key information such as requirements, deadlines, costs, forms, and service conditions, enabling more efficient and transparent interaction with the institution.
With this new version, Indecopi updates 83 administrative fees, strengthening access to administrative justice and the protection of consumer and economic agent rights. This reform complies with Law No. 27444, the Law for Regulatory Quality Improvement, and Legislative Decree No. 1647, which establish a new methodology for calculating public sector procedure costs.
đź’¸ Fee Reductions: Highlights
| Procedure | Previous Fee | Current Fee | % Reduction |
|---|---|---|---|
| Misleading advertising complaint | S/ 1,415.17 | S/ 108 | 92.3% |
| Patent application | — | — | 45% |
| Patent examination | — | — | 41% |
| Utility model application | — | — | 30% |
| Utility model examination | — | — | 65% |
Note: These reductions especially benefit consumers, associations, entrepreneurs, universities, and research centers.
🛠️ What Impact Will It Have?
-
Greater access to consumer protection systems: Lower costs allow more citizens to report illegal practices and misleading advertising, strengthening market oversight.
-
Boost to innovation: Easier access to the patent system promotes a knowledge-based economy and intellectual property development.
-
Administrative simplification: By centralizing procedures in a single document, bureaucracy is reduced, service is streamlined, and institutional efficiency is reinforced.
🏛️ A Key Administrative Transformation
The implementation of TUPA 2025 repeals the previous version (from 2010) and adopts a more modern and functional structure. This change not only democratizes access to public services but also promotes formalization, innovation, and fair competition in the Peruvian market.
